ゆうちょ銀行をご利用で「非居住者」の方は対応が必要です。
日本に居住して6か月を経過した外国人は「非居住者」から「居住者」に変更ができますので、必ず変更を行ってください。
【非居住者かどうかの確認方法】
ゆうちょ銀行の通帳の表紙の裏側のページの下段に「非居住者」と書かれていればあなたは「非居住者」の登録です。
通帳をお持ちでない人は確認方法がないので、ゆうちょ銀行の窓口に行って聞いてください。Webのマイページでは確認できないそうです
【居住者への変更方法】
ゆうちょ銀行の窓口に行って変更をしたいことを言ってください。
通帳、在留カード、印鑑を持参してください。
【変更する必要性】
「非居住者」のままですと、利用できるサービスに限りがあるのと、場合によっては多額の手数料がかかることがあるようです。これは外為法に基づくものです。
当社からお振込みがある方の場合でいいますと、「非居住者」の方への振込には銀行側の確認作業が入るため、指定日に振込ができない場合があります。
また、現時点では送金元も受領側のどちらも手数料がかからない対応を銀行はしてくれていますが、この対応がいつ変更になるかわかりません。
よって、日本に居住して6か月を経過した方は速やかに変更手続きを行ってください。

For those who have JP Bank and its state of registration is “Non-resident”, you are required to take action.
Foreigners who have been resident in Japan for six months and more can change their status from “Non-resident” to “Resident” and must do so.
【How to check if your status is “Non-resident”】
Please see the first 2 pages of your JP bankbook. At the bottom if “非居住者” is written, you are registered as a “Non-resident”.
If you don’t have a bankbook, there is no way to check it by yourself (Even not on My Page of your account on the web). Please go to a JP Bank counter and ask them.
【How to change status from “Non-resident” to “Resident”】
Please ask the JP Bank counter and go through the necessary procedures.
Bring your bankbook, residence card (Zairyu card) and personal seal (Inkan).
【Why is it necessary to change the status?】
If you remain as a “Non-resident”, you are likely to be limited in the available services and in some cases, you might have to pay significant amount of handling fees. This is based on the Foreign Exchange and Foreign Trade Act.
At the time of transfers to “Non-residents” from JP bank, there is a possibility that JP Bank are not able to process the transfer on designated date due to the requirement of extra process.
Moreover, there might be a change that JP bank start charging handling fees to both senders and receivers in the future.
Thus, those who have been resident in Japan for six months and more, please change your status as soon as possible.
